Testimony: Oversight: New York City’s Preparedness To Raise The Age

On April 18, 2018 CCC testified before the New York City Council Committee on Juvenile Justice and Committee on Justice Systems about City’s plans and efforts to be ready to raise the age by the effective day in October when the age will be raised for 16 year-olds and all 16 and 17-year olds will need to be off of Rikers Island.
CCC’s testimony addressed needs and recommendations throughout the continuum including the police department, probation services, detention, and Close to Home placement. We expressed tremendous concern regarding the City’s plan to use Department of Corrections staff in the juvenile detention facilities for up to two years.
