New York State Senate Finance Committee and Assembly Ways and Means Committee Hearing on the New York State Fiscal Year 2013-2014 Human Services Executive Budget Proposals

CCC submitted testimony about the impact the Governor’s Executive Budget would have on children and families at the February 5, 2013 joint Senate/Assembly Hearing on the Executive Budget for State Fiscal Year 2013-2014.

CCC’s testimony commended proposals to raise the minimum wage, expand the Close to Home juvenile justice initiative to counties outside New York City and maintain level funding for many programs and services upon which children and families rely.

CCC’s testimony also focused on areas of concern related to child welfare, early childhood education, juvenile justice, income support, housing and homelessness, and youth services.

CCC’s testimony expressed concern about replacing General Funds in the Child Care Block Grant with TANF funds, which left many programs previously funded with TANF without funding in the proposed budget.  These programs include post-adoption services, Nurse-Family Partnership and Homeless Prevention Services.  CCC also objected to proposals to fund Kinship Guardianship (KinGAP) in the foster care block grant, eliminate the Court Appointed Special Advocates (CASA) program, reduce funding for Runaway and Homeless Youth Services and eliminate funding for sexually exploited youth.
