CCC’s New York State Budget Recommendations for State Fiscal Year 2017-2018

CCC responded to the New York State Fiscal Year 2016-2017 Executive Budget proposals with Budget Recommendations for the Governor and State Legislature.

Notably, CCC supported the Governor’s plan to Raise the Age of criminal responsibility in New York.  Currently, all 16 and 17 year olds are treated as adults in the criminal justice system, regardless of the crime they are alleged to have committed.  New York and North Carolina are the only states to do this.  The Governor’s proposal is a comprehensive plan that will improve public safety and youth outcomes.  The Executive Budget also included a proposal to add $35.0 million to create after-school programs for 22,000 more children, which CCC also supported.

On the other hand, the Executive Budget cut funding in a number of key areas and CCC opposed these cuts.  Notably, the Executive Budget proposed cutting $62 million from the Foster Care Block Grant and $19 million from Committee on Special Education placements, most of which is targeted at New York City.  The Budget also proposed cutting $50 million from NYC’s school-based health services and $22 million from NYC’s General Public Health Work Program.

Furthermore, the Executive Budget failed to increase funding for key program and services CCC has long supported, such as child care and rental assistance programs to help homeless families.  CCC urged the Governor and Legislature to adopt a budget that better addresses the needs of children and families in these areas.
