CCC’s New York State Budget Recommendations for State Fiscal Year 2011-2012

CCC responded to the New York State Fiscal Year 2011-2012 Executive Budget proposals with Budget Recommendations for the Governor and State Legislature.

We expressed concern that the Governor’s Executive Budget proposed to close the State’s $10 billion budget gap almost entirely through spending reductions and cost-shifts to counties. Some of the proposals CCC objected to included cutting all state support for the Safe Harbor Act for sexually exploited youth, decreasing School Aid by $1.5 billion, creating co-payments for Child Health Plus B, eliminating the state’s share of funding for the Advantage housing subsidy program, and creating a Primary Prevention Incentive Program (PPIP) that cut funding for home visiting, after-school programs and runaway and homeless youth programs. CCC did support the Governor’s proposals to downsize the State’s juvenile justice placement capacity and create a funding stream for alternative to detention/incarceration programs.
