CCC Testimony: New York State Senate Finance Committee and Assembly Ways and Means Committee Hearing on the New York State Fiscal Year 2012-2013 Human Services Executive Budget Proposals

CCC testified about the impact the Governor’s Executive Budget would have on children and families at the February 13, 2012 joint Senate/Assembly Human Services Hearing on the Executive Budget for State Fiscal Year 2012-2013.

CCC’s testimony acknowledged that the Executive Budget proposes to fund many of the programs serving children and families at their current levels and proposes the “Close to Home” initiative to enable New York City youth adjudicated juvenile delinquents to be placed in one of the five boroughs in a new system to be administered by the City rather than the State.

CCC also testified about child welfare financing because the statutory mechanisms for paying for child welfare services were expiring and needed to be reauthorized. CCC objected to the Executive Budget proposals that would amend the statutes to reimburse counties at lower rates and put funding for Kinship Guardianship subsidies inside the Foster Care Block Grant.

CCC also testified about a number of other recommendations to improve the Executive Budget proposals for children including restoring previously cut funding for Nurse-Family Partnership, rejecting the proposal to delay the implementation of the public assistance grant increased, allocating the $15 million for homelessness prevention that was proposed to be suspended, and adding funding for child care, after-school and Summer Youth Employment.
