CCC Testimony: New York State Executive Budget Human Services Hearing

On February 8, 2017, CCC testified before the New York State Senate Finance and Assembly Ways and Means Committees regarding the Executive Budget proposals related to human services.
CCC’s testimony supported Executive Budget proposals to raise the age of criminal responsibility, add $35 million for after-school programs for 22,000 children, and expand eligibility for runaway and homeless youth programs.
CCC’s testimony also expressed concern about the many areas where the Executive Budget failed to better support families and children, particularly vulnerable children and families. CCC opposed proposals to cut the foster care block by $62 million, cut special education placement funding to NYC, and move funds currently supporting senior centers to fund child care (while failing to increase funding for child care). CCC’s testimony also expressed concern that there were no new resources dedicated to helping to address homeless children and their families and urged the Legislature and Governor to create the Home Stability Support rental assistance program.
