CCC Testimony: New York City Council Youth Services Committee Hearing on Fiscal Year 2014 Preliminary Budget Proposals

CCC testified about the impact the Fiscal Year 2014 Preliminary Budget would have on youth services, such as after-school programs and runaway and homeless youth programs, at the March 6, 2013 Youth Services Committee hearing on the Fiscal Year 2014 Preliminary Budget.

CCC testified about our concerns about proposed cuts to after-school programs and runaway and homeless youth programs, as well as the reduction in the number of children due to be served by the Summer Youth Employment Program.

CCC was deeply concerned about the Preliminary Budget’s failure to restore $50.9 million in on-year Council funding for 29,700 of the 56,498 total Out-of-School Time (OST) slots, the additional $10 million cut to OST, and the failure to restore funds for Beacons and NYCHA Cornerstone programs.  Without these restorations, over 37,000 children are due to lose their after-school program.

In addition, CCC was also concerned that the Preliminary Budget once again failed to include over $7 million for Runaway and Homeless Youth Programs.  This funding supports shelter beds and should not be dependent on one-year funds.
