CCC Testimony: Examining the Use of Cluster Sites as Temporary Shelter for the Homeless

CCC testified about the City’s increased use of cluster site shelters to house homeless families, and made recommendations on how to reduce the City’s record levels of homelessness, at a New York City Council General Welfare Oversight Hearing on October 10, 2013.

CCC expressed concern about New York City’s current record levels of homeless families, as well as the City’s increased reliance on cluster site shelters to house them. In order to reduce family homelessness in New York City, CCC recommended that the City better assist homeless families to move out of the shelter system through additional access to federal housing programs such as public housing and Section 8 and creating a new subsidy program.
