CCC Testimony: City Council Oversight Hearing: Overview of the Out-of-School Time Request for Proposals

CCC testified about our support for the programmatic vision of Out-of-School Time (OST) outlined in the RFP, but also about our significant concerns regarding the level of funding and the decreased number of children that would be served, at the January 19, 2012 City Council Youth Services Committee Hearing on the OST RFP.

CCC’s testimony supports the RFP’s increased focus on academic enrichment, the promotion of project-based learning approaches for middle school students, the inclusion of activities to promote physical fitness and healthy living; and the requirement for year-round programming

CCC also testified about our significant concerns about funding for the RFP. In addition to the significant cut in capacity, OST programs will be required to provide enhanced academic and support activities without sufficient funding per participant. Furthermore, the RFP calls for programs to operate for fewer hours during the school year and summer months and for fewer days of all day programming during school vacations.
