This Week in Testimony

CCC’s policy staff often attend state and city hearings to weigh in on various issues of importance to New York City children and families. Take a look at where we’ve testified recently:

• New York State Executive Budget Mental Hygiene Hearing to support expanding access to timely, high quality care for children and families. Specifically, we urged the Legislature to adopt a budget that supported the Executive Budget proposal to extend APG rates for licensed OMH and OASAS clinics, Child Health Plus behavioral health clinic visits and all OMH licensed providers through March 2020.
• New York State Executive Budget Human Services Hearing to support Executive Budget proposals to raise the age of criminal responsibility, add $35 million for after-school programs for 22,000 children, and expand eligibility for runaway and homeless youth programs. Our testimony also expressed concern about the many areas where the Executive Budget failed to better support families and children, particularly vulnerable children and families.
• The Age Of Criminal Responsibility And Its Impact In New York State about the need to raise the age of criminal responsibility in New York this budget session. Our testimony focused on the brain science research and studies from throughout the country, which have all found that raising the age would improve public safety in New York because it would reduce recidivism.
