As Associate Executive Director for Policy & Advocacy, Raysa leads and coordinates CCC’s government relations and advocacy efforts focused on budget, policy, and legislation at the state and city level that impact New York’s children and their families. She brings to this role 20 years of experience working on children’s issues across advocacy, government and nonprofit sectors.  Most recently, she served as Vice President of Policy and Planning at Win, a provider of NYC family shelter and supportive housing. At Win, Raysa led efforts to improve client outcomes through program evaluation, staff trainings on evidence-based practices to enhance service delivery, grant management, and policy and advocacy strategies for macro-level systems reform. In addition to her experience in family homelessness, she has an extensive background in education issues working to increase access to quality education for underserved students. As United Way of New York City’s Associate Vice President for Education, Raysa spearheaded initiatives that spanned the continuum from early childhood through K-12 and built policy solutions grounded on evidence. During the Bloomberg administration, Raysa served as Senior Advisor on Children’s Issues to the Deputy Mayor for Health and Human services, supporting policy development aimed at reducing poverty and strengthening early care and education through cross-agency coordination. Raysa started her work in the field of child advocacy at Citizens’ Committee for Children of New York as Policy Associate for Child Welfare. She is a former public school teacher and holds a Bachelor of Science in Human Development from Cornell University and a Masters in Social Work from Columbia University, where she is currently an adjunct professor.
