Housing & Economic Policy Associate

Citizens’ Committee for Children of New York (CCC) is a 75-year-old nonprofit, multi-issue child advocacy organization with a mission to ensure that every New York child is healthy, housed, educated and safe. Our unique approach to child advocacy is fact-based, relies on partnerships between professional staff and volunteers on CCC’s Board and Advocacy Council, and requires the ability to effectively engage elected and appointed government officials, City and State agency leaders, direct service colleagues, philanthropic partners, and New Yorkers at large.

RESPONSIBILITIES:

The Housing & Economic Policy Associate will report to the Associate Executive Director for Policy and Advocacy and will be a key member of the Policy & Advocacy team.

CCC’s core policy areas include early childhood education, education and youth services; children’s health and mental health; income and housing security; child welfare and juvenile justice. The Housing & Economic Policy Associate will advise senior leadership on economic impact analyses of various child and anti-poverty polices across areas covered, with a keen focus on child poverty and barriers to mobility.

Members of the policy and advocacy team focus on three components of work: documenting the facts; community education; and advocacy. This includes analyzing policy, budget and legislative proposals; testifying at budget and legislative hearings; drafting memos of support or opposition to legislative proposals; coordinating large-scale advocacy efforts including building, leading and participating in coalitions; meeting year-round with elected and appointed government officials.

Other duties specific to the Economic Policy Associate role include:

• Conduct research on budget analysis and emerging housing and economic policy
• Analyses of public policy that impact children and families with a keen focus on poverty, economic development and urban development
• Promote stakeholder engagement through education and awareness raising of housing economic policy as a vehicle for improved child and family outcomes
• Advance benefit-cost analyses to determine efficiency and effectiveness of children’s policy and anti-poverty initiatives

SKILLS & QUALIFICATIONS:

• Excellent writing and communication skills
• Knowledge of macroeconomics, economic policy and development, urban economics and development, and/or tax policy
• Special consideration will be given to researchers in the following areas: urban labor markets, political economy and economic development, income inequality, urban resiliency, urban development and issues such as mobility, migration, immigration, and housing
• Highly motivated self-starter with capacity to multi-task and ability to work in a fast-paced environment both independently and collaboratively across teams
• At least 5 years of work experience in government, policy or advocacy arenas and on issue areas related to children including a demonstrated record of success in effectively advancing budget, policy and legislative priorities
• Knowledge of and interest in advocacy areas listed above preferred; ability to engage and work with a diverse set of stakeholders across government, philanthropy, advocacy and social services sectors
• Strong research and analytic skills
• Master’s Degree or equivalent in related field of public policy, public administration and/or urban development and planning
